CAEP Prep: Introduction to the edTPA

The edTPA is a pre-service performance assessment designed to determine a teacher Plan_Assess_Instructcandidate’s readiness to teach.  It is the first nationally available, educator designed performance assessment for candidates entering the teaching profession.  The edTPA requires the teacher candidate to plan, instruct and assess a 3 to 5 hour learning segment while developing an electronic portfolio of evidence of teaching competency. The assessment is completed during the second semester of the teaching internship. The 27 subject-specific versions of the assessment share a common architecture and common language.

The edTPA was introduced to the College of Education during the spring semester of AY 2010-2011.  Three program areas participated in the national field test of the original version of the TPA, as it was known at the time.  Since then, all initial licensure programs have adopted the edTPA as a summative assessment.  During AY 2011-12, 284 portfolios were submitted and evaluated.  The number of portfolios increased to 575 in AY 2012-13.  During the most recent administration of the edTPA, 535 portfolios were submitted and evaluated.

CAEP Prep: Pirate CODE Innovations

caepThe ECU College of Education is one of several teacher education institutions nationwide to receive approval from the Council for the Accreditation of Educator Preparation (CAEP) to implement a transformation initiative (TI) called Pirate CODE (Continuum of Developing Expertise) as the framework for its spring 2015 National Council for Accreditation of Teacher Education (NCATE) accreditation visit.

Pirate CODE brings seven research-based teacher education assessment initiatives that have previously operated independently throughout the college under one umbrella to strengthen and develop teacher candidates.

Students enrolled in the College’s Elementary Education and Middle Grades Education programs begin working with the first component of Pirate CODE during their sophomore year and experience different components throughout their junior and senior years. Each component is designed to improve and assess teacher preparedness using different, but complementary, methods.

A brief overview of the TI InnovationsPirate CODE

  1. Video Grand Rounds- Teacher candidates are given an introductory framework for classroom observations and subsequent discussions guided by faculty.
  2. ISLES- Pre-service candidates develop a common framework of instructional practices which highlight effective evidence-based strategies for increasing student achievement through a series of online modules.
  3. edTPA Preparation Modules- Informal perspectives and skills are gained based on interdisciplinary research that complements traditional teacher education programs and facilitates student edTPA™ performance.
  4. Instructional Coaching- Instructional coaches maximize teacher candidates’ growth in the internship experience through instructional coaching of performance.
  5. Professional Development for Clinical Teachers and University Supervisors- The local level of professional development consists of departments within the College of Education: The Office of Professional Development and Student Outreach, the Office of Assessment and Accreditation/Instructional Technology, the Office of Clinical Experiences, and the Irene Howell Assistive Technology Center.
  6. Co-Teaching- The Co-Teaching partnership enables clinical teachers to provide consistent mentoring, giving interns the time and support necessary to gain skills required to teach successfully.
  7. edTPA™- The edTPA™ is a valid and reliable summative capstone assessment to assess candidate readiness and provide data to inform program improvement.

CAEP Prep: NCATE-Legacy Transformation Initiative

ECU’s accreditation cycle was extended by one year – from Spring 2014 to Spring 2015 – when our Transformation Initiative (TI) was approved. As a result, ECU was allowed to complete this accreditation visit under the old NCATE Standards, not the newly approved CAEP Standards. As a result, ECU is hosting an NCATE-Legacy Transformation Initiative accreditation visit.

CAEP Prep: Welcome to the Pirate CODE

Pirate CODEThe College of Education is one of only a few teacher education institutions nationwide to receive approval from the Council for the Accreditation of Educator Preparation (CAEP) to implement a transformation initiative called Pirate CODE (Continuum of Developing Expertise) as the framework for its spring 2015 CAEP accreditation visit.

CAEP chose ECU’s transformation initiative because it “provides research on teacher education and elements of teacher education programs that lead to the preparation of effective teachers who help students learn,” said Deborah Eldridge, the senior vice president of CAEP, in her letter announcing the selection.

CAEP Prep: ECU Conceptual Framework

Conceptual Framework

The East Carolina University Conceptual Framework is a guiding document for the programs within the Educator Preparation Provider (EPP) unit at the institution. It applies to all programs which prepare candidate to work in PK-12 school settings and all faculty who contribute to those programs. The current ECU Conceptual Framework was approved by the Council for Teacher Education in 2005.

“Aligned with the mission statements of East Carolina University, the College of Education, and the Educator Preparation Provider unit, the conceptual framework represents the vision that drives the work of all administrators, faculty, and candidates. Through our commitment to excellence through partnership, our efforts to prepare reflective education professionals dedicated to democratic principles and practices, including the empowerment of all learners in all aspects of educational decision-making, define the core of this vision. The conceptual framework is responsive to the changing needs in education and allows for adjustments in the unit’s priorities without altering the entire framework. Current priorities include enhanced emphasis on the areas of diversity, assessment, technology, and research.”

CAEP Prep: Call for Third Party Comments

caepThe Educator Preparation Provider (EPP) Unit at East Carolina University is hosting an accreditation visit by the National Council for Accreditation of Teacher Education (NCATE) on February 8-10, 2015.

The EPP is inviting interested parties to submit comments addressing substantive matters related to the quality of the professional education programs offered.  When commenting, please be sure to specify the party’s relationship to the EPP (graduate, present or former faculty member, employer of graduates, etc.).

Please use the form located at http://www.ecu.edu/epp as a convenient way to submit comments.

Comments must be submitted no later than November 5 to ensure they are uploaded to NCATE’s Accreditation Information Management System (AIMS) by November 8, 2014. Anonymous comments will not be accepted by NCATE, and therefore cannot be submitted using the form.

2015 CAEP Visit Preparations Commence

In preparation for the on-site visit, the College of Education’s Office of Assessment and Accreditation established this section to share information, reminders, and updates with EPP faculty, staff, and administrators.

On June 16, 2014 Library Science alumni and friends reconnected with their alma mater and learned about the East Carolina University’s Library Science program  at the College of Education and Joyner Library’s Library Science Alumni Event.

Jan Lewis, the interim dean for Joyner Library, gave an update on recent library news and changes. Dr. John Harer, the director of the library science program, shared program updates, including the new department name: the Department of Interdisciplinary Professions.

Three Library Science alumni spoke to attendees: Greg Needham, the director of libraries at Sheppard Memorial Library; Laura Mangum, a media coordinator at Pitt County Schools; and Alan Bailey, the head of services at Joyner Library’s Teaching Resources Center. The three talked about what they have done after graduating from the library science program at ECU. Needham showed a slideshow of Sheppard Memorial through the years, including many significant changes to the building and services offered. Mangum shared how she had a choice of getting her masters to be a librarian or a guidance counselor. She said that she was glad she made the choice that she did because every day was different and interesting. Bailey talked about all of the different jobs in different places he had held as well as what brought him to his current job with Joyner Library.

After hearing from alumni speakers, participants enjoyed a tour of Joyner Library including the Teaching Resources Center led by Alan Bailey. The group viewed equipment, such as die cuts, poster maker and award maker, in the Teaching Resources Center which is available for ECU students and teachers in the region to use. Some participants joined Joyner Library Major Gifts Officer Dwain Teague for a tour of ECU’s music library.

ECU Pirate Profile: Jessica Chirico

Jessica Chirico promotes literacy through her EC Scholars internship.

Jessica Chirico, a senior studying English at East Carolina University, chose to incorporate her passion for literature into her final collegiate internship. Chirico worked with the instructional coach at G.R. Whitfield Elementary School in Grimesland, to identify the classroom that needed her assistance the most – a third grade class where most of the students are below the average reading level. chirico1The full profile is the available at ECU’s news website.

ECU Library Science Program Receives $490k Grant

IMLS_Logo_2cThe Institute of Museum and Library Services (IMLS) announced that the Library Science degree program in the College of Education at East Carolina University is the recipient of a 2014 Laura Bush 21st Century Librarian (LB21) grant for the project “North Carolina Economically Disadvantaged and Diversity Scholarships.”

The IMLS awarded ECU $492,324 in funding that will support library science recruitment efforts and full-tuition scholarships at ECU for 30 incoming master of library science (MLS) students with the first cohort starting fall 2014. The grant has a matching requirement using non-federal funds for all recipients, bringing the grand total to $657,369.

In addition to tuition costs, the grant will cover university fees and offer a book stipend for the entire degree program until spring 2017. Membership to the North Carolina School Library Media Association is included as well as a travel stipend to attend one of their conferences.

ECU’s location and mission to support eastern NC aligned with the IMLS’s charge to prepare librarians who will work in high-need districts.

“Rural public schools in the economically depressed communities of eastern North Carolina face daunting challenges in recruiting and retaining school librarians,” according to the IMLS’s website with descriptions for each institution receiving the 2014 grant. “East Carolina University and its partner, the North Carolina School Library Media Association, will recruit and educate 30 MLS school librarians from economically disadvantaged and historically underrepresented backgrounds and place them in school library media centers. The project will use the ‘grow your own’ model, focusing on individuals who want to stay and work in eastern North Carolina by completing their degrees in an all-online degree program.”

Reviewers of submission proposals identified ECU’s LS program as one that has the potential to grow the number of enrolled LS students, conduct the necessary research that will support successful recruitment efforts and the education of the next generation of librarians, and enhance curricula within graduate schools of library and information science, as well as programs of continuing education for librarians and library staff, according to the acceptance letter from Maura Marx, deputy director for library science at the IMLS.

“This projHarerJohn_harerject will increase the number of trained, professional media specialists that reflect the diversity of their communities and increase the ability to connect with those diverse populations,” said Dr. John Harer, MLS degree program coordinator in the College of Education at ECU.

IMLS accepted 82 grant proposals from libraries requesting more than $24 million. In total, the organization granted $7.5 million to 23 institutions across the country and the recipients are matching these awards with $3.6 million in non-federal funds. IMLS received 82 applications for the program this year.

“Librarians and staff from all types of libraries, from school media centers to rare book collections to archives, need to be prepared to meet the changing informational and educational needs of their customers and constituents,” said IMLS Director Susan H. Hildreth. “The Laura Bush 21st Century Librarian Program helps them meet those needs with projects for continuing education, training, professional development, and early career research.”
